PERSONAL INFORMATION
- Has experience in all types of administrative lawsuits, as well as proceedings before the different Government Agencies. He has also remarkable skills in writs of constitutionality and litigation before the Constitutional Court.
- Provided legal counsel to the adviser of the Project for the Concession of Public Works and Management of Wastewater and Sewage for the Great Metropolitan Area.
- Participated in the early stages of International Public Bidding No. 03-2002 “San José-San Ramón Toll Road” representing a very important French construction company interested in the project.
- Represented a leading construction company part of the concessionaire consortium of International Public Bid N° 01-98 “Toll Road San José-Caldera” in several lawsuits and administrative procedures. He has provided legal advice to the concessionaire of Public Bid No. 3-2001, “Concession for Managing Public Utilities at Caldera Port”. He also participated in the administrative proceedings before the General Comptroller´s Office and numerous lawsuits to appeal the award of the Public Bid for the “Vehicle Integrated Technical Regulation”.
- Has also counseled many construction companies in public bids promoted by the Ministry of Public Works and Transportation and the National Board of Thoroughfare Service, as well as high technology companies in public bids sponsored by the Costa Rican Institute of Electricity and RACSA.
- Has been the legal counselor for the Costa Rican Chamber of Banks and Financial Institutions. Has successfully represented a large group of creditors from Federated Bank in a lawsuit against the Costa Rican Central Bank claiming its responsibility for the above said financial institution´s bankruptcy. Likewise, he has also represented a creditor from Elca Bank in a lawsuit to determine the nature of the “Fund for the assistance of private and cooperative bank investors of credit instruments” achieving the same success.
- Has vast experience in all kinds of administrative proceedings, as well as in administrative, constitutional, civil and commercial litigation and arbitration. Luis is also experienced in bidding award appeals and denunciation procedures before the General Comptroller´s Office.
