“Experts in Iberoamerica Analize Economic Aperture
 

Costa Rica is the base for the 4th Iberoamerican Convention of Economic Regulation, where experts analyze the economic opening based on different particularities per country, and analyze how to earn efficiency in matters such as energy, telecommunications and infrastructure, all fields in which Costa Rica is experimenting an end to, as the existing monopolies are reduced.
Luis Ortiz, president of the Convention, explained to La Prensa Libre that the country is going through a very special moment, in which the telecommunications market aperture, and very soon the energy market aperture, must happen through an objective and efficient regulation system according to each subject’s necessities. Another component mentioned by Ortiz is the importance of avoiding disloyal competition. “Regulation is very important in order to guarantee the transparency and openness of competition, but also to avoid any disloyal practices that could take place amongst companies in the conquer of new markets, and avoid any important consequences for the user of the services, who could be the most damaged in a certain situation”, mentioned Ortiz.
The Convention has as an objective to exchange experiences about the best strategies to maintain a flourishing economy, and that’s why topics such as public and private alliances, the liberalization of the telecommunications market, renewable energy projects, des monopolization of the Insurance market, highway, port and airport concessions, and new financial techniques of the aqueducts and lay sewers are to be discussed.

Luis Ortiz mentioned that regarding the energy subject, they will approach the concept and importance of the renewable, especially when considering the potential the country has. The president during the period of time the Convention took place, Francisco Antonio Pacheco, explained that the Estate must promote the coordination and encourage change, and worry to eliminate social differences, as well as guarantee the public service offers within the equity and efficiency standards.
